Finance Assistant, Ethiopia Country Program (KFS-ETH-1 )
GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management and activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.
GGGI is supporting the implementation of Ethiopia’s Climate Resilient Green Economy (CRGE) Strategy through multiple workstreams, including the preparation of bankable projects, action planning of the CRGE, design of an M&E system for green growth, and improving the readiness of domestic institutions to access international climate finance.
PURPOSE
The role of the Finance Assistant is to provide finance and administrative related services to KFS ODA Project and GGGI Ethiopia Country Office ensuring high quality and accuracy of work. S/he provides solutions to issues related to day to day office. Promotes a client-oriented approach consistent with GGGI rules and regulations.
ENGAGEMENT
To fulfill its mandate, the Finance Assistant must be able to communicate and collaborate effectively with a diverse range of people within and outside of GGGI. S/he is expected to:
Ensure close collaboration and communication with the Senior Finance Assistant (dotted reporting line) and Senior Operations Officer (direct reporting line) in Addis Ababa Office to facilitate and smoothen consistent running of the project and programme finance
Engage , support and liaison in relation to KFS ODA project financial matters with the Project Manager and relevant partners
Engage in coordinating, consolidating, and ensuring smooth implementation of and adherence to financial, logistic and security procedures and provides cashier support
Communicate and coordinate with banks and suppliers, and stakeholders
Support and monitor the local implementing partner (ECFF) ODA financial management, recording and compliance with GGGI and donor requirements
Perform the Payments of different workshops (trainings) organized by KFS ODA project
Handle petty cash payment (ensure sufficient petty cash fund is maintained for financing & request the replenishment) in coordination with the Senior Finance Assistant
DELIVERY
Under the overall guidance and the direct supervision of the Senior Finance Assistant and Senior Operations Officer, the Financial Assistant will be responsible for checking daily financial payments in line with organizational policies and procedures by giving due attention to authorization level and budget codes. The Assistant must also understand and adhere to the rules and regulations of (Finance, Travel, and Procurement policy)
Support, undertake and communicate KFS ODA project related finance requests, payments, formats and fulfill required documents as per GGGI rule, in collaboration with the Senior Finance Assistant
Support, monitor and ensure local implementing partner (ECFF) ODA project financial management, expenditures, recoding, reporting and compliance with GGGI and donor requirements
Provide petty cash management support and ensure minimum cash balance is available for the normal functioning of the office.
Process Workshop Participant Per-diem Payment in collaboration with the assigned local Bank.
Keep filling systems in which documents & files could be readily available, easily traced and ensure that all documents fulfil the appropriate source document.
Ensure proper recording of the financial activities such as all amounts paid, received, and reconcile cash balance with records every working day. Provide Support to KFS ODA project-related procurement activities; Prepare cheque payment to suppliers on time.
Adhere to the necessary accounting, documentation and reporting procedures required for the purchase of items based on purchases/procurement procedure
Assist in the closing of monthly, quarterly, and yearly financial reports of the KFS ODA project.
Perform other related tasks as need arise and instructed by immediate supervisor and Ethiopia country team
JOB REQUIREMENTS
QUALIFICATIONS
BA Degree in Accounting, Finance, Business Management, or related field of studies
A minimum of 4 years relevant experience in office services including procurement, finance, and related area
Previous experience in project financial management, facilitating workshop payment and working with government and other development partners is desirable.
Strong knowledge of bookkeeping and accounting principles,
Strong organizational and documentation skills
Working knowledge of Excel and Basic computer skill
Good interpersonal skills and team player with sensitivity to cultural diversity
Excellent English communication skills (written and oral)
Ability to work under pressure
