About the Project

Mastercard Foundation in partnership with Ministry of Education of the FDRE (MoE), Arizona State University (ASU) and Shayashone (SYS) PLC have launched a new project entitled as ‘Strengthening Higher Education System through Utilization of Digital Technology.’ The project aims at enhancing quality, accessibility and affordability of higher education by launching digital Learning Management System across public universities in Ethiopia. The project has four key components (1) building appropriate infrastructure (resource centers) integrated with the bigger ICT system of the 50 public universities (2) adopting and rolling a digital learning and education platform developed by ASU  (Openedx) (3) building capacities of 100 system administrators, 35,000 instructors and 800,000 students in management, content development and utilization of the envisaged learning management system (4) supporting institutionalization and scale-up e-learning for higher education and beyond by designing appropriate national policies and strategies. The ultimate target of the project is to enhance/equip young graduates with the skills needed for employment and entrepreneurship in an equitable and cost-effective manner.

Job Summary

The Digital communication and system admin will be the focal person for digital content production and learning management system administration.  as well as managing all social media pages to enhance the visibility of the project. The candidate is expected to develop, edit, and copy digital content that will be released on the project’s and  the Ministry of Education websites and social media. In addition, S/he will closely work with the project system engineer in designing and establishing appropriate access protocol for the different user groups,  Provide help desk support for university students, instructors, and system administrators in relation to the LMS. The person will closely work with experts from Ministry of Education, Mastercard Foundation, ASU and Public Universities in Ethiopia and other key potential partners in the area. S/he will be a key member of MoE EthERNet directorate team.

The position requires key technical and management competencies that includes but not limited to digital communication, system administration, digital content production and help desk support. The ideal candidate is the one who demonstrates fast understanding of people’s preference in relation to digital communication with profound creativity and outside of the box thinking. S/he should be an active team player among experts with different background and share knowledge to others.

Roles and Responsibilities

Digital Communication

In collaboration with the project communication specialist and the Ministry of Education s/he prepares the project’s digital communication strategy and ensure the strategy comply with the internal standards and guidelines of the project partners-Mastercard Foundation, MoE and ASU.
S/he will be responsible for digital content production and management including, Identifying the project target audience, the appropriate communication channel, creating engaging digital content and managing the platforms.
In discussion with the project team devise innovative digital marketing campaigns for university instructors and students, that feeds into the project’s overreaching communication strategy
Post weekly, monthly, and quarterly project progress updates on all digital platforms and ensure every project partner is updated about the project progress.
Closely work with the Ministry of education, Mastercard foundation, ASU and the 50 public universities  in disseminating digital contents using their digital platforms
In collaboration with the senior system engineer run day to day social media and search engine optimization audits to ensure best practices are being used

System admin support

In partnership with the senior system engineer s/he will be responsible for designing and establishing appropriate access protocol for the different user groups (students, instructors, administrators and registrars).
Assist the senior system engineer in designing and implementing access traffic optimization tools and protocols to ensure smooth functioning of the envisaged learning management system.
Provide help desk support for university system administrators in relation to the new LMS through remote access or in person as and when needed.
Closely work with Arizona State university and the senior system engineer in importing Masterclass and graduate certificate trainees’ profile to EthERNet’s SSO directory, create access, follow up and support on accessing newly created email addresses and course materials on the platform.
Assist the senior system engineer in delivering capacity building training for network administrators, instructors and students to ensure appropriate inhouse capabilities are built to operate and utilize the LMS.

Duration: One Year with possible extension up to five years

Job Requirements

Technical Competencies

Outstanding knowledge and hands on experience in digital communication, web administration, troubleshooting and providing help desk support.
Excellent and proactive communication skill
Hands on experience of digital content development for different target audience and utilization of appropriate channels to reach.
Experience working with Adobe Creative Suite to create graphics and other visual assets to agreed visual identity guidelines.
An understanding of digital copywriting, content development, and editorial skill.
Working knowledge of social media reporting tools, email marketing reporting tools and Google Analytics
Excellent proofreading skills, attention to detail and high-level writing skills for a variety of mediums and target.
Solid understanding of Ethiopian higher education system (key policies, strategies, regulations)
Proficiency in key system design and implementation competencies such as user requirement identification/analyses, design architecture and developing implementation blue print.

Leadership and management

Hands-on and pro-active approach with demonstrated adaptability and flexibility relevant to the context
Proven working experience with international partners and understanding of cross-cultural working norms and team coordination skills.
Excellent and proactive communication skills
Ability to listen and synthesize ideas from wide ranging perspectives and able to come-up with a consolidated and implementable plan from such process
Mastery in demonstrating personal effectiveness and delivering results in collaboration with people.
Fast learner and strong analytical and critical reasoning and problem solving skills
Ability to perform under pressure with minimal supervision and able to handle multiple tasks at a time in calm and organized manner.

Education, work experience and language

BA degree in Computer Science, Information Technology, Electrical Engineering, communication and marketing or related technical field
3+ years of experience in project digital communication, digital content management, social media management and website administration.
Proficiency in spoken and written English language is a must.
