The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 30 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery, and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.
Under the direct supervision of the Camp Manager and the CWI Program Manager, the CWI Officer will be responsible for the CWI prevention and response activities in Bambasi IDP sites. The CWI Officer will train and supervise the CWI social workers to respond & prevent GBV issues at the two IDP sites in Bambasi Woreda. This includes providing capacity-building training for government actors, community leaders, women associations and other partners. The CWI Officer is expected to regularly use CWI monitoring and evaluation tools to ensure high-quality service provision.
Major key Responsibilities:
The CWI Officer provides relevant training, guidance, mentoring to CWI Social Workers and service providers (health, legal, protection, psychosocial) and provide quality case management services, including age-appropriate support specialized support and care for adult women, adolescent and girl child survivors through training, daily mentorship, weekly meeting, applying quarterly case workers knowledge and skills assessment tools.
The CWI Officer should work with partners to implement GBV Standard Operating Procedures (SOPS) and supervise referral pathway to ensure survivor’s ability to receive confidential, safe, and timely services that meets their needs.
The CWI Officer should strictly adhere GBV guiding principle; manage, monitor & supervise GBV related cases.
Ensures proper and safe documentation of reported GBV incidences through utilization of GBVIMS consent, case intake, action plan, follow-up, client satisfaction tool and other case management forms accurately and appropriately, rigorously follow data protection protocol and confidentiality.
Ensures the success of GBV prevention strategies including SASA! EMAP, GBV Mass and Mini campaigns, Sustained Coffee Discussion Sessions, including updated and adaptation of training materials, recruiting and supervising community activists, using M & E tools, and ensuring appropriate GBV messages are given to the IDP communities.
Develop and maintain effective working relationships with all relevant partners including government and other agencies, other implementing partners, community leaders, local community organizations, and informal structures, and represent the CWI program in all partner meetings and encourage greater communication, collaboration and coordination with all partners.
Facilitate training and workshops on GBV related issues for health care providers, government actors, CWI Staff, implementing partners, education providers, local authorities, women’s groups, community leaders, religious leaders, youth groups, NGO workers, and any other identified groups.
Coordinate case management meeting with service provider involved in its case assistance; actively participate in monthly GBV coordination meetings; and participate in GBV safety audit & other assessments as requested.
Enhance participation of Women and Girls at the Women’s and Girls’ Wellness Center (WGWC) and conduct Women rise curriculum sessions, and regular review meetings with WGWC steering committee & community advocacy group to improve the safe space activities and quality of GBV prevention and response activities.
Assists the CWI Manager & CWI Sr. Officer related IEC and BCC materials and ensuring messages are appropriate for the community and conduct pre-testing before dissemination.
Develops a quarterly, monthly and weekly work and monitoring plan in advance for social workers and/or community activists in the IDP sites.
Prepare ASP plan and initiate quarter purchase requests for materials and supplies needed for programmatic activities.
Supervise the CWI budget utilization via BvA, ASP plan, supply and logistical needs of the CWI activity and ensure adherence to all relevant IRC logistic policies.
Collect CWI response and prevention qualitative and quantitative data, analyze, supervise and evaluate. Share project data and information for problem analysis, planning, and evaluation along with the CWI Senior Officer and Manager. The position holder ensures that the GBV planned activities are implemented in accordance with the work plan and spending plan and that the project objectives and committed indicators are met.
In collaboration with government actors, implementing partners and community leaders, develop a selection criterion for beneficiaries such as adolescent girls for life skill curriculum and dignity kits to engage them in life skill training and provide dignity kit materials respectively.
Directly engage with adolescent girls and parents as the need arises, and work with mentors to ensure the quality of the program.
Deliver training for women and girls on basic business and life skills based on the developed curriculum and ensure the provision of start-up seed capital which enable them to start small business.
Conduct post-training assessment upon the completion of each training and support the trainees in developing their own business plan.
Conduct follow-up meetings with graduates and provide technical support in the process of setting up small businesses.
Conduct follow-up and mentoring visits to graduates starting a small business.
Any other duties and responsibilities that can be given by immediate and technical supervisor’s.
2 years of proven experience with the first degree or 1 year of meaningful experience plus postgraduate in Social Work, Sociology, psychology, Public Health, Women’s Studies, Business Studies or any other social science-related field
Preferred experience & skills:
At least 2 years’ experience in direct service provision for survivors of psychosocial and physical harm
NGO experience is a plus.
Experience in participatory techniques and community mobilization include facilitating the training.
Able to organize, maintain composure and prioritize work under pressure, able to coordinate multiple tasks and maintain attention to detail.
A clear understanding of gender, power abuse, and issues surrounding violence against women.
Strong leadership, interpersonal, organizational and time-management skills; proven track record to prioritize and deliver on time.
Strong analytic problem-solving skills
Ability to work both independently and in a multifaceted, cross-functional global team structure.
Highly proficient in Microsoft Office suite
Demonstrated ability to work effectively with partners at all levels.
Ability to manage and work through change in a proactive and positive manner.
Excellent verbal and written communication skills as well as, an overall ability to be clear and concise in all communications.
